Internal mobility

Internal mobility is moving existing employees into new roles rather than hiring externally. It is usually faster and cheaper, retains institutional knowledge, and improves retention — but requires that internal candidates are assessed as rigorously as external ones.

The common failure is assessing internal candidates informally because "we know them", which produces both bad promotions and legitimate grievance when someone is passed over without a clear process.
